Research Associate/Analyst
Justice Research and Statistics Association (Washington, DC)

Overview:The Justice Research and Statistics Association (www.jrsa.org) is seeking an applied researcher/social scientist with experience in criminal justice issues for our Washington, DC office. This position will be responsible for leading and/or contributing to applied research and program evaluation initiatives under the supervision of JRSA’s Research Director. Work may be conducted independently or cooperatively with a team, depending on project and task.

The successful candidate will work on multiple projects involving research and evaluation design, quantitative and qualitative data collection and analysis, and information dissemination. This is an ideal opportunity for self-starters with strong analytical and communication skills, experience in the criminal and juvenile justice and victim services arenas, and a passion for translating research into policy and practice through empirical inquiry, teamwork and effective communication.

About JRSA:

JRSA is a national nonprofit organization dedicated to the use of nonpartisan research and analysis to inform criminal and juvenile justice decision making. JRSA is comprised of a network of researchers and practitioners throughout government, academia, and the justice community. JRSA is primarily funded by federal awards.

Requirements: Education and Experience: Applicants at the Research Associate level should have a Ph.D. in criminal justice or related field and at least 3 years of post-graduation experience conducting justice research and evaluation studies OR a master’s degree in criminal justice or related field with at least 5 years of post-education experience conducting justice research and evaluation studies. Applicants at the Research Analyst level should have a Ph.D. in criminal justice or related field OR a master’s degree in criminal justice or related field with at least 3 years of post-education experience conducting justice research and evaluation studies.

Duties and Responsibilities: The duties and responsibilities of this position include: conducting literature reviews; developing/ implementing research and program evaluation designs; assessing and improving data collection/reporting systems; collecting, analyzing and interpreting data; developing data displays and infographics; writing research and practitioner-facing reports, articles, and technical materials; presenting project findings; and representing JRSA in a variety of contexts.

Required Skills and Abilities:

  • Knowledge of research and evaluation methods, criminal and juvenile justice system operations, and criminal and juvenile justice data sources
  • Ability to develop and execute research designs
  • Proficiency in both qualitative and quantitative research, data collection and analysis, including complex statistical modeling and qualitative thematic analysis and process tracing methods.
  • Proficiency in Stata and NVivo
  • Competence in conducting literature reviews and syntheses
  • Ability to effectively interpret and communicate empirical findings to a wide range of audiences.
  • Excellent oral, written, editorial and public presentation skills.
  • Additional subject matter expertise in two or more of the following areas: human trafficking, crime victim issues, juvenile justice, policing, prosecution, courts, corrections, and behavioral health.

Director, Maryland Statistical Analysis Center (MSAC)
Governor’s Office of Crime Prevention, Youth, and Victim Services (Crownsville, MD)

Job Description: The Director of the Maryland Statistical Analysis Center is responsible for aligning the research, statistical analysis, and policy resources of GOCPYVS with the Governor’s public safety priorities, to include internal operations. This position reports directly to the Executive Director and provides oversight and management to the Maryland Statistical Analysis Center, which is responsible for collecting, analyzing, and disseminating criminal and juvenile justice information that informs and contributes to the developmentof effective policy.

Minimum Qualifications: Graduation from an accredited four-year college or university with a degree in criminal justice, social sciences, or related field(s). A graduate degree in the criminal justice, social sciences, or related field(s)with an emphasis on advanced statistics and research methodologies. Five or more years of experience analyzing criminal justice related data, and three or more years of experience writing publishable papers and reports related to criminal justice. Some managerial experience (preferred).

Duties include:

  • Managing criminal justice related data collection and analysis efforts to support the mission of GOCPYVS and in the furtherance of criminal justice and public safety in Maryland, as well as internal division support, as needed;
  • Managing and supervising the activities of all MSAC staff;
  • Providing statistical analyses and performance measurement for the Managing for Results (MFR) report to assist GOCPYVS in annual budget development;
  • Developing and implementing survey instruments for quantitative and qualitative research studies;
  • Conducting program evaluations, as needed, and/or managing grant funded program evaluations,including methodology, and budget review;
  • Managing the repository and analytical operation for all legislatively mandated reports, required by law, to include reports required by the budget committees;
  • Building interactive data dashboards to influence policy decisions and funding recommendations, and promote data transparency;
  • Writing the application and completing quarterly progress reports for the annual State Justice Statistics (SJS) program funded by Bureau of Justice Statistics (BJS) to support the work of MSAC;
  • xServing as a member of the Justice Research and Statistics Association (JRSA), participate in quarterly JRSA business meetings, and attend the annual National Criminal Justice Association (NCJA)/JRSA conference; and
  • Updating the MSAC website with various documents and additions including crime statistics, reports, and research materials.

Special knowledge, skills and abilities

  • Knowledge of data management, statistical analysis research techniques, and survey implementation
  • Knowledge of computer functions including statistical software application, such as SPSS
  • Computer proficiency in Microsoft Office Suites and Google Office Suite; especially Excel, Google Sheets, and Google Docs
  • Knowledge of data visualization tools, such as Power BI or Tableau
  • Knowledge of the acceptable uses and limitations of official crime data
  • Ability to collect and analyze data and write empirical reports based on such data
  • Superior writing skills for critical, technical, and program evaluations
  • Ability to work successfully and communicate effectively with a diverse variety of persons and groups
  • Knowledge of local, state, and federal government operations
  • Knowledge of Maryland’s criminal justice systems
  • Ability to manage a high volume of projects with multiple deadlines
  • Ability to represent GOCPYVS at high level meetings attended by stakeholders, cabinet secretaries, agency heads and other federal, state and local representatives
