CHARACTERISTICS OF DATA ELEMENTS
REPORTING REQUIREMENTS
There are three levels of reporting requirement for data elements in the NIBRS file: mandatory, conditional, and optional. Some data elements, such as ORI and incident number, are always required and can be considered as mandatory. Some data elements are required as the result of IF statements and can be considered conditional. For example, if the type of victim is individual (victim segment data element 25), then the age of the victim must be entered (victim segment data element 26). Some data elements such as arrestee ethnicity are not mandatory or conditional, but simply optional.

segment records per incident report. Each property loss segment record
